Even though it offers no actual protection, it is the most useful piece of armor in my inventory as a thief. The Cowl of the Gray fox, in my opinion, is the best head armor in the game, as I play as a rogue. Plus enchantment cause more questions, as well as your class. As there are many objects that's strength depend on your own level, as well as objects added in expansions. Thats a really hard question for a game like Oblivion, really. Their might be other similiar armors, but I don't know them off the back of my head.
It was actually leveled with your level, so if your a high level it can be stronger then glass or Daedric. I can't remember what it's called, but you get a special light armor by doing the quest for the daedric goddess of hunting, though again I can't remember the name off the back of my head. Some special armors, gotten through quests. Actually there are some armors, in the basic game, better then glass, or Daedric.
